2003年4月に航空自衛隊のF15の空中給油訓練のために
北国部隊が新田原基地に展開して訓練を行いました。
これにより航空自衛隊の海外訓練が可能になりました。

航空自衛隊のF15戦闘機が米軍の空中給油機から
空中給油を受ける初めての訓練が二十一日、始まりました。
五月二日まで、新田原基地(宮崎県)と九州西方空域、
四国沖空域でおこないます。
空自は、二〇〇六年度に自前の空中給油機の導入を
予定しており、訓練はその導入に備えたものです。
訓練をおこなうのは、空自のF15戦闘機が四機(北海道・千歳基地など)、
米軍の空中給油機一機(沖縄・嘉手納基地)。
このほか、空中給油時の警戒のため、
空自の空中警戒管制機(AWACS、静岡・浜松基地)一機が参加します。
政府は二〇〇〇年十二月に自前の空中給油機四機の導入を決定。
〇二年度、〇三年度の予算に各一機の調達費用を盛り込んでいます。
防衛庁は導入理由について、敵機を迎え撃つために戦闘機を
空中で滞空させる時間を延長できることなどをあげています。
しかし、空中給油機は戦闘機の航続距離を飛躍的に伸ばすことによって、
海外への侵攻も可能にします。
実際、石破茂防衛庁長官は、
自衛隊による海外の「敵」基地攻撃能力の保有を「検討に値する」
(三月二十七日)と明言しています。
空自は、六月にアラスカで米空軍が主催する多国間演習(コープサンダー)に、
F15戦闘機六機を参加させますが、
このときにも、アラスカへ向かう途中で、
米軍の空中給油機から空中給油を受ける予定です。
